I need to get rid of many raccoons?

I live in duplex and my neighbor likes to feed raccoons and will not trap or remove them in any way. They are aggressive and hiss at me and my grand kids. Legally they can not be forced to do anything and there in no fence or any obstruction that prevents them from coming on my porch and scratching at my screen door for food. What can I do?
