Am I stuck in Pokemon Pearl?

I think I am stuck after beating Snowpoint gym leader Candice in Pokemon Pearl. I am supposed to meet my rival at Lake Acurity, but he's not there! It seems like a game glitch, but I hope it's that I missed something important. Someone please help, I would hate to restart when I've gotten this far!
