My 1yr old Blk chihuahua has 3 small skin colored dry bumps on her head and neck, what are they???

The bumps are the same color as her skin and they sort of look dry, the bumps are far apart not clumped and she doesn't seem to be bothered by them. Her hair is also really thin, but it always has been, especially on the sides of her head and belly. Anyone with any similar problems?
