Shouldn't blood be tested for transfusion-fitness before the donor actually donates?

In Singapore, we do a prick test to test for HIV,Hepatitis and stuff before someone can donate blood. However, the transfusion process can also be halted should the donor experience great discomfort such as feeling faint and the amount of blood donated before the donor felt sick cannot be used and is thrown away, presumably as a precautionary measure.
