Why do some moms don't put their baby 1st?

ok this girls mom is 15 months and she still has her on formula. my lil one is almost 10 months so i can see why mine is still on it. now to the Q. this girl can get wic and get food stamps. she calls me yesterday asking if i have extra formula/. yeah i do but what makes me so mad is i don't get any help for nothing no wic no food stamp nothing but what we pay for on our own. plus to top it off she was able to go to the movies on fri with the hubby. am i wrong for telling her i only got what i need even tho i always have more than needed to make it threw payday?? i am not a young mom but she is very young only 19. wh is it that some people dont put the baby 1st and if she get gov help why the hell is she asking me for ****??? am i wrong???
