Can a High School golfer play in local scrambles and tourns. without jeaopardizing his future college career?

Got into an arguement with a friend who was saying that a High Schooler could not play in club Tournaments or scrambles for money while still in high school because this would be a violation of some sorts if this person ever went to college on a golf scholarship and the NCAA found out.
